I like to imagine Toriel absolutely loving to mess around with Asgore's hair like bruh; Toriel has short hair or probably just fur, while Asgore has absolutely beautiful blonde long hair!

Which is also why one of my headcanon of Asgore is that he has long hair! And I don't mean just long like shoulder length; I mean LONG hair! Mid back length baby!!!
You can't see it in the artwork I made here, but he definitely has long hair in there!
