Have you ever heard of Persephone? Well, imagine her having healing powers. Now imagine her as a guy and you got the basis for what everyone saw as ash began to heal the land and regrow crops. mending damage from the earthquakes, volcano eruptions, and forest fires. Blizzards, tsunamis, and hurricanes. Where no easy feat, by the time he was done Ash was extremely tired.
When team rocket reopened their eyes they were back in pallet city except now it looked more like a garden. Farm animals surrounded them, but no predators were there. The predators were them to keep the population in check. A small message written in blooming flowers from ash could be found.

Team rocket watched in awe as humans reappeared there. Maybe some good had come out of all of this, for it seemed that the earth had been reborn and restored. while technology was missing now, it didn't matter everyone and everything they needed or wanted was right here.
Maybe they too could restart and as they joined the other people in observing their new home. They felt a gentle breeze go by of reassurance, that from now on. things will be fine. There may be bumps, but eventually, problems work out with help from others.
