They all help keep the universe in balance, as well as the multiverse, however, there are rulers of the multiverse. 4 to be exact, but they are a whole another matter entirely, so they will be introduced later. Everyone at this point probably knows about the Goddess of life, and the God of death, however, the Guardian of Purgatory is a mystery, but is crucial in the way of life. The guardian of Purgatory is the one who decides where you will go in your afterlife. Whether it be to heaven or hell. Reincarnation or becoming a transmigator. They make those decisions. (I say they because the guardian of Purgatory is non-binary)
Now that they are out of the way Let's get back to the goddess Leo. She is in control of the world known as the "Quirk World". She gave 80% of the people who inhabited the world, powers, or more commonly called 'quirks'. 20% of the people, however, do not have quirks. The reason as to why is unknown, and Leo loves to be mysterious.
But.....
Leo has decided that since people are abusing the power she so generously gave them, that they don't deserve to have that power and will learn TRUE FEAR!
