The goddess was angered by what she saw as this was not what she created quirks for. She created quirks so that others could enjoy the wonder that came with them. They were not supposed to be used for such evil, as their wielders intended. All quirks no matter hero like, or villainous were supposed to be loved and cherished not shunned and hated and turned into evil.
The people used their quirks in many ways but not the most important way.
