So this AU is a Nomu Deku au with elements from

After I left Bokugo at Recovery Girls office to find out what was in his hands I got a call.
"Hello, Eraser Head speaking." I say in a tired voice. "Yes, hello, we're doing an independent investigation into the facility were we found Izuku Midoriya in his state and would like it if you came along." The officer somewhat asked.
*sigh*"I'll be on my way." I said as I hung up the phone.

After we get there the officers started flaming the webs to get a more independent look at the place.
As I look around I find a vinella fold with the letters and number D3KU in that order and in red ink a stamp that says FAILURE in bold letters. I put it in an evidence baggy for later.
After a wile I heard one of the cops shout for others. "I found something big over here." He shouted as we walk turds him. We was standing in front of a giant testing tube but the front was broken.
"We didn't see this before." The officer next to me said. "Maybe it was covered by all those webs." Another officer suggested as I raise my flash light to the top of the broken tube to read in bold D.3.K.U.
Back at UA
The cocoon shook a little as a few threads around it came undone like a yarn ball.
Back to The Investigation
I got the fold out and took it out of the baggy and open it to see a middle school picture of Izuku Midoriya and other information on it.

The 'Doctor' Notes:
Do to subject D.3.K.U. being quirkless his body seems to adapt to any quirk we give him such as the fish quirk.

His body seems to change and re-write, grow, and/or re-arrange his body.
Leaving me with the conclusion that he has a mutation quirk that does this to him and the pinky toe joint was a result of him not having anything to do to his body making him the perfect test subject.

As I read further into it I start feel a little sick.
After Reading (it just talk about the core and the nomu, 'not the cocoon,' okay, I know I'm lazy)
Aizawa's POV
I grip the folder and walk up to the chief of police.
"Hey, may I make a copy of this so I don't have to explain what happened to Midoriya?" I asked the chief, "sure right after the investigation, you can use the printer in the wreck room." He said in an oddly cherry tone.
I look at him a little. Then he pulled out his note pad and a pin. "Sorry, I know this is supposed to be serious but can I get a autograph." The chief ask somewhat nervous. I sigh and autograph the top of his notepad.
After The Investigation
I took my copy of the notes and pictures from the document and head back to UA.
After I got back I requested Neku call a meeting.
After everyone got there we started talking.
At The Meeting
"So is this about the cocooned kid?" Nimori (Midnight) asked as I just revel the documents and ask them to hand them around.
Everyone was shocked to say that least. Nezu just stayed his usual self but you could tell he wanted to kill who ever did this to Midoriya.
After a long discussion about how to go about it if sertent things happen we decided to go with the sentient move.
This plan revolves around the idea that Izuku Midoriya is still Izuku Midoriya and we still let the kids take care of him in his current state as to not agitate him when he comes out and to not tell the students until they are relatively okay with him or they find out on their own.
As we leave the room we see the cocoon rolling away with Ashido and Kaminari chasing after it in a hurry.
*sigh* 'what did happen when I was gone?' I thought to myself as I pinch the bridge of my nose.
