John and Chris are at the C.I.A Headquarters, cleaning up the mess

John: It could've been worse, a lot worse. Chris: These people are dead and for what? A rat? We need to find this guy and make him pay! John: Oh I'm sorry did you have a lead or a trail to follow? For now we need to focus on Azrael, that'll be the quickest way of taking down this rat.

Chris stays silent

John: Understood? Chris: Yeah...

Culiacan, Sinaloa Mexico

Azrael is on a convoy headed to a cartel hideout

Checo: What are we doing here Azrael? Azrael: We've been summoned. Checo: El Chapo? Azrael: He's gotten himself into a mess and wants us to clean it up. Checo: Are we errand boys for the Sinaloa cartel now? Azrael: No.

Azrael and his cartel arrive at the hideout where El Chapo is waiting

El Chapo: DeSantos. Azrael: Chapo. El Chapo: Nice to see you, sorry to hear about your father. Azrael: You summoned me? El Chapo: Yes, shipments of drugs and weapons have been disappearing, getting seized by the Mexican police. Azrael: The Mexican police? It seems a little bit below our capabilities why do you need me? El Chapo: These specific police officers seem different, more skilled.

Azrael turns around and starts walking away

Azrael: I'm sure it's nothing you can't handle. El Chapo: In order for this empire to survive and thrive we need to work as one and have each others back! Is that not what your father and Don Chepe said?

Azrael turns around and points at El Chapo furiously

Azrael: They were fools who only got themselves killed in their own arrogance!

El Chapo stays silent as Azrael resumes walking

Azrael: We move out in an hour, now you better hurry up and tell me more about this police force.. before I change my mind.

At the C.I.A headquarters, Chris and John are going through a list of cartel informants

Chris: There's a lot of names to go through here. John: Some of them are dead or "missing." What we're really looking for is anyone with ties with the DeSantos cartel.

Chris takes out a file

Chris: Ah ha, here's one. Miguel Menendez, ex DeSantos cartel member, was informing on cartel activity for weeks... conspired against and killed his handler with Alejandro DeSantos..... oh. John: It has a red tab. He's off the grid anyways so it wouldn't matter even if he was still on our side. Chris: What are we even doing anyways? We should be out there somewhere looking for Azrael not doing fucking paperwork! John: Ah, welcome to the life of a government goon, where we do almost nothing all day except go through bureaucratic shit.

John stops going through the files and starts thinking

John: We're not going to get anywhere searching through the files but I do know someone who could probably help us. Chris: Who? John: A guy by the name of Jorge Romero. Chris: I don't see anyone by that name in the files. John: I like to keep this one off the books. Chris: Oh, well, let's go then.
