Outside! ~ Part 2, Explanation

Zoto, short for Zotopia, is a city populated sole by a new sub-species of human, the human animal hybrids. They aren't literally hybrids however, that's just what homo sapiens have resorted to calling them, in reality they are mutated humans, that have simply emerged from unknown origins. They can change between two bodily forms, an animal form of any species, and a "human" form. Genetically they are the same no matter what form they take, and they have the same mind no matter what form they take. Each individual is born either in their human form or in their animal form, and learn how to change at approximately age four. They have the IQ of an average human however using an animal brain, their cognitive abilities as well as their emotional intelligence and knowledge of human amenities is little more than a horse. This results in almost "feral" humans. They do not interact well with society, they do not obey laws, practice basic cleanliness and they lack basic compassion for the mass population (with exception of one or two who form close bonds with them, usually other hybrids). So, as to solve this problem, the world leaders have decided to segregate the hybrids, off into their own city, outside of human society in order to learn how to be upstanding humans. The worlds' population of hybrids were then moved to live in their own outside city, however even though the hybrid population is much smaller than the human population there was still far too many hybrids living in the one city, far more than there would be in any ordinary human city. Each household held approximately ten hybrids each and everyone was expected back in their dwellings by nine o'clock, unless their occupation permits them to stay out longer. Any human government and council workers (educators, police, doctors, train conductors, etc) that were to live in the city were granted their own private households within Zoto. It is banned for humans living outside Zoto to enter, as well as any hybrids from inside Zoto to leave, any individuals that engage in such activity are punished accordingly. Laws within Zoto are all the same as human laws, however they are enforced to the utmost extreme in order to keep feral hybrids in line twenty four- seven. If one is caught stealing they are incarcerated and taken to one of the many prisons underneath the city for a period of time. Captives inside the prisons are treated to unspeakable horrors, going to prison in Zoto is one of the worst things any human or hybrid could hope to face. Every building except for inside households is kept under non-stop, all-encompassing surveillance, and law enforcement is stationed in every corner of the town both for intimidation as well as to ensure they can make it to any scene immediately. If any law breaking actions are taken while under surveillance hyper intelligent AI recognises it and alerts every police officer in a thirty metre radius through devices connected to a government network, video evidence is also recorded the moment it is recognised and any police officer receiving a notification will also receive a live feed of surveillance cameras tracking perpetrators. There is a different sector of the network for every different government and council profession, such as previously mentioned. If any hybrids living within Zoto city are caught transforming into anything in-human without an appropriate permit they are persecuted. Owning pet animals without an appropriate license and permit is not allowed, however most inhabitants of Zoto are against such a thing and do not pursue said permits. Any hybrids found living outside of Zoto are deported at once as part of the Zotopia Rehabilitation Project (ZRP).
