This boy is definitely autistic and ADHD. 

He is very blunt and has a tendency to take things literally, and has a one track mind that is very common in many neurodivegent people but is also distractible.

He also seems to have RSD (rejection sensitive dysphoria), mostly with Pokémon, and research has shown that  people with ADHD are more susceptible to RSD (a condition in which a person feels extreme emotional sensitivity and pain to a perceived or actual rejection, criticism, or teasing.) He also comes across as oblivious and misses some social/emotional cues, and has a unique way of relating to people and Pokémon that is commented on by other trainers and characters. 

Also, fun fact, Pokémon's creator is autistic!
