~Third Person P.O.V~

Izuku: "I'll let you know when I've cleaned the hoodie! And I'll see you then!"

Shigaraki: "You better, and you better be prepared to see why joining the league is the better option."

Izuku laughed at what seemed to be sarcasm as he went through the portal. As soon as it closed behind him, the TV switched to a blank screen which only showed the words 'Audio Only'.

???: "Tomura, that boy... Izuku Midoriya... he would be a great ally to you. Should he agree to join, I'll befit him of a quirk worthy of how he is represented by society. Befriend him, gain his trust... and in that time of need, offer the position to him again."

Shigaraki stayed silent during and after that as he just grunted in response before walking through the curtains and into the unknown.

Shigaraki: '.... Why don't I see him as just a pawn...? What is this?'

Hero Public Safety Commission Chairman Office

The door slammed itself open as someone made themselves known, this man had spiky, disheveled yellow hair with two bangs framing the sides of his face. His blue pupils were small in his blackened eye sockets. He himself was overly skinny with angular features, long limbs and a long neck. He wore an oversized white T-Shirt, some green oversized jeans and what seemed to be some plain old brown dad shoes.

The office itself wasn't to grand, a bit in front of the door was a dark brown coffee table with a small couch either side of it. A bit more in front of that was a desk with a laptop and many pieces of paper on it. In front of even that was a chair which had the Chairman sat in it, however she was facing away from the desk and out the glass wall (Yes, Glass wall. Not window) in front of her.

???: "What's the meaning of this news?! How could you go ahead with such a thing without notifying me first?!"

The Chairman stayed silent for a moment as she continued to look out of the wall, her office was hundreds of feet above the ground. She was seemingly just looking down onto the city below.

Chairman: "Calm yourself Toshinori. How about we discuss this over the table instead of standing."

Toshinori tutted and stayed reluctant for a few seconds, however the Chairman then walked around the desk and sat on one of the couches.

Chairman: "Come on, take a seat if you may. I have many pieces of work to get done today."

Toshinori stayed stood up for a few more seconds before letting out a sigh and slowly moving to the couch which resulted in him very swiftly being sat on it.

Chairman: "Great, now I believe you was going on about how we could not do this?"

Toshinori: "... Why would you air such a thing on the TV without my knowledge beforehand?"

Chairman: "It was a dire situation, we had t-"

Toshinori stood up rapidly as he looked down on the Chairman.

Toshinori: "WHAT about that situation was so dire that you had to orchestrate a news conference immediately, without my knowledge, when you normally will take a few days to do so with even the bigger issues?!"

Chairman: "Please do be civil, you must know that you're incredibly lucky that no one is in here, otherwise that may be taken as a threat. I do actually have security cameras in here, so anything negative that you do could push you away from being the symbol of peace."

Toshinori staggered for a moment, having a look of disbelief before sitting down steadily as he watched her.

Chairman: "As I was saying... it was dire for many reasons. The fact that you chose the quirkless boy over the building caused quite a stir in those who saw the incident. There was immediately posts online about your weakness, and how a few years ago you could have saved both. And this incident is a way to... keep the masses under control."
