Starting scenarios for my OC's (don't have to interact with them, I just think it's helpful when you don't have any ideas):

Alicia Ludenberg:

Delayed breathing could be heard quite loudly if someone ever decided to stop and listen- a masked person, the rest of their features hidden under a coat was hiding in an alleyway. Alicia didn't quite know where to hide, so she simply hid here. Although she wouldn't stay for long. They were after her- and while she didn't exactly need help, she needed a way to lure them out in the open, with no civilians... and play a little game of chess with them. Which was quite a problem. The beast pirates were.. incredibly hungry for chaos and destruction after all- 
another gunshot was heard, and the girl pressed her lips together. Did they hit another civilian? She wouldn't forgive those bastards. Never, never in her lifetime! With another deep breath, she exited the alleyway, ignoring all the screams about her being there, them alerting their own crewmates and what not... She had set a trap for them. Now to lure them in. . . It didn't take them long to follow her to where she wanted them to be. 

"Surrender yourself!"

But the man never got to finish his sentence- While they were still threatening her, she had quickly- faster than the human eye could ever perceive- gone into action. And it didn't take her long to inject them with the poison... A calculation she didn't make was one to rip off her mask and coat before going limp. With a shocked expression, her hand shoots up to her now bare face. 

your OC was the lucky/unlucky one to witness this. For which Alicia now... Curses you. you got to see her face! And it was pretty known, if you were one to make business in the underworld.. if not? Just another unknown face. What will your OC do? 

Haru Matsumoto:

the man was simply patrolling another city they had anchored at. It wasn't a special island, the vice admiral called it a routine check-up, and Haru treated it as such. That didn't mean that he wasn't careful though. But all of the precautions were pretty much for naught, one could say, as his shift ended with nothing suspicious, and it ended up being a peaceful day. hen the night ever so quietly arrived, the man though of nothing, excused himself to go on his nightly flight. It wouls calm him down... However, Haru spot's your OC. It may be a pirate, someone who needs help or just someone who catches his eye for whatever reason...  What is your OC doing here...? Landing right next to you, he curiously watches you/ gets right into a fighting stance. Will this be resolved? Can you help him walk on the right way to true justice?
