3rd POV

Nezu was excited, that much was obvious. You see, the leaders of both the hero and villain teams were expected to meet with the principal, to discuss plans and make sure that they complied with the rules. Todorokis plan was uninspiring, to say the least, but as the hero teams plans were sometimes as simple as apprehend the villain or win, this didnt faze Nezu.

His meeting with Midoriya was in 18 minutes, and he was practically shaking with excitement.

All Might was slightly concerned for his successor. According to Recovery Girl, the last time Nezu was this excited for a civil war was when somebody had made plans to start a fake drug cartel. Though it was good that he had high hopes for the boy.

Nezu had only just finished brewing his favourite tea (rosehip) when he heard two sharp knocks on his door.

Enter.

Midoriya pushed open the door. Nezu heard him say a quiet thank you to a second year, business course student, presumably for directing him here, before he entered the room, sat down and bowed.

After the two exchanged pleasantries, they began discussing plans.

And what about weapons? Support gear? Midoriya asked.

Well, youd need the approval of Snipe if you want to use artillery or any kind of guns, and permission from Power Loader if you want to bring support gear.

Say I wanted to set off a bomb, would I have to inform a teacher?

It was safe to say, Nezu had never enjoyed one of these meetings so much.

Youd have to inform me so that the other students in the area can evacuate, though they will be equipped with support items and will be able to protect themselves.

Will everyone be informed when somebody is killed? And will the dead people be able to communicate with their teammates?

When someone is eliminated, their team members will not be informed that they have left. A person can be reported as missing, as they may have been kidnapped, or have sided with the other team.

If someone were to side with the other team, would the number of members on each team change?

Only the number of people on their previous team will be reduced since you cannot change your affiliation within the game.

That would be slightly inconvenient, Midoriya thought, but he could work around it.

If someone from another course wanted to, could they join the villain or hero teams?

They would be listed as a vigilante or anti-villain and would be made to leave the game immediately.

Midoriya found it vaguely concerning that the principal viewed this as no more than a game.

And if they were to say that they had been forced to do it?

Then the staff would be forced to let them continue. Unless, of course, they had concrete evidence that that student was lying.

This back and forth discussion lasted for quite a while longer until Midoriya could give Nezu a rather vague explanation of his plans.

Yes, Nezu had very high hopes for this civil war.

And after many more cups of tea, Midoriya was prepared to face All Might. Hed been putting it off for a while, but he knew that now would probably be the best time to do it.

He entered their normal meeting room and sat down.

Young Midoriya! How are you doing? Small Might asked.

Fine. Midoriya had just now developed an interest in the floor.

What is it that youve called me here?

I wanted to talk about the war.

The civil war? I assume youve been working hard.

I have. What I wanted to know was, arent you disappointed?

My boy, why would I be disappointed?

Well, I am the leader of the villain team, and Ive been planning to do some rather unheroic things. And my classmates may not forgive me afterwards, so I may leave UA depending on their reactions, and me being your successor, I Midoriya let his voice trail off at the end.

Why would you think that? Youre my successor and Ill be proud of you no matter what!

Really? Midoriya had been quite afraid of what All Might might have said. He had been absolutely dreading this meeting.

Of course. And if you want to move schools, I could easily get you into Shiketsu or a hero academy in America.

Midoriya had begun to sob during All Mights short, but apparently very affecting, speech. He barely had time to pull the teen into a hug before he was fully crying. All Might promised himself that he would look after the boy as much as possible in the coming years.

He hadnt expected it to be so soon, but he now had a meeting with the newest (unofficial) member of the villain team. Midoriya walked the outdoor training area. A boy, taller than himself, with purple hair that seemed to defy gravity, slipped his phone into his pocket upon seeing him.

I see youve made your decision, Shinso Hitoshi.

Shinso knew this was a bad idea. He knew he shouldnt be getting involved with whatever the hero course was doing, but when the green-haired boy offered asked him for his help with the civil war (despite it technically being against the rules) he couldnt resist. Especially as he was planning to help him train to get into the hero course.

Yes, I have. I want to join the villain team.

Good, Ive already filled out all of the paperwork for you to work for Togeike. Ive already explained the rules to you, and if you forget them youll probably get arrested during the war. And if you ever get caught by the hero team, say that youve been threatened by the villain.

Shinso just nodded. He obviously wasnt feeling as talkative as he was at the sports festival.

The sun was beginning to set. We should start training before it gets dark.

Shinso was regretting this already. He could feel years being shaved off of his life from the torture he was currently having to endure.

Midoriya wanted him to do a fitness assessment. Hed already done 26 laps around this ridiculously long track, thrown a weighted ball (it went farther than expected, Midoriya made no effort to retrieve it), jumped over a sandpit and spent far too long doing sit-ups. Midoriya said he was being gracious because he wasn't making him do repeated side steps.

Shinso now understood why Midoriya was the leader of the villain team.
