-While with fury-
Fury stands before a giant screen where he is meeting with the Council.
Council man 1-"This is out of line director. Your dealing with forces you can't control."
Fury-"You ever been in a war councilman? In a firefight? Did you feel an over abundance of control?"
Council man 1-" Your saying that this Asgard is declaring war on our planet?"
Fury-"Not Asgard. Loki. "
Council Women 1-"He can't be working alone what about the other ones, his brother? Sister?"
Fury-" Our intelligence says Thor is not a hostile."
Council man 1-"And the sister. Amara. What about that incident in November.I remember it being quiet hostile."
Fury-"We sorted that out and it was taken care of. Plus they are worlds away. We can't depend on them to help either, it's up to us."
Council man 1-" Which is why you should be focusing on phase two. It was designed for exactly th-"
Fury-"Phase two isn't ready. Our enemy is. We need a response team."
Council man 2- "The avengers initiative was shut down."
Fury-"This isn't about the avengers,"
Council man 2-"We've seen the list."
Council man 1-" Your leading the worlds greatest covert security network, and your going to leave the gate of the human race to a handful of freaks"
Fury-"I'm not leaving anything to anyone, we need a response team. These people may be isolated, unbalanced even, but I believe with the right push they can be exactly what we need. "
Council Woman 1-"You believe?"
Council man 1-"War isn't won by sentiment, Director."
Fury-"No, it's won by soldiers."
