Chapter 16: Danger Lurking in the shadow!

"The League of Villains is a small organization that is hidden in the shadows, only two members have been confirmed so far, we have run their faces on our database to identify them but sadly...we came empty handed." recited a Marine captain as he looked at his superiors.

Izuku sat there pondering on what was said so far as he glanced at Ace who grunted in annoyance, being a very tempered person he was obviously not happy with how slow their investigation was going. Luffy on the other hand might have become smarter but he was as worse as Ace when it came to patience after all Luffy is just like his grandfather in terms of personality so punching is all he ever knew.

Robin on the other hand was as calm as he is, despite the investigation being slow but learning anything was valuable at this point. Izuku then looked at the report which featured pictures of the members of the league of villains with general descriptions from eye witnesses and anything they could gather around.

"Is there anything else you would like to mention to us, captain?" asked Izuku as he looked at the captain who was slightly nervous. "Yes, we did notice that the crime rate has dropped significantly from before, usually we could have written it off as the villains being wary of your presence sir but usually there are at least a few crimes going around in the dead of night but it has been quiet for a few weeks." Said the captain.

Ace narrowed his eyes which made the captain gulp slightly "Something big is about to happen, I don't know what it is but for crime rate to drop that significantly imply that there might be someone recruiting them around..." said Ace as he looked at the picture of the two members and frowned deeply "...That hooded guy has been sighted around quite a lot he could be the one doing the recruitment." Said Ace.

Robin took a thinking pose as she brought her index finger to her chin. "That might be possible but even then one member isn't enough to recruit an army of villains, there must be someone who is helping them with recruitment, it isn't necessary to be an official member but a broker could be the case." Explained Robin.

Izuku then looked at the captain "Tell the men to be on guard and if you can at least capture a small time villain we could probably extract some information from him about the possible recruitment that has been going around lately." said Izuku as the captain nodded his head before he gave a salute and walked away. Luffy looked at Izuku with confusion.

"What small-time villain could be of any use for us?" asked Luffy he didn't see any reasons to go after a petty criminal. "Right now all small-time villains are disappearing from the streets, only a handful are around and they're extremely low, the possible case is those remaining villains had gotten an invitation but had declined it for one reason or another or they still haven't received an invitation." explained Izuku as Luffy seemed to understand.

"You do know that there will be a lot of misleading rumors." Ace spoke his own thoughts on the matter. Robin smiled "We know that there will be misleading rumors but any information could prove useful in preparing for any different scenarios besides we all could already come to the conclusion to what their goal could be." Said Robin as Luffy hummed in thought even though he knew what the goal was.
