Past: when Akoko turned 5, someone kidnapped her and experimented on her eyes. It gave her a kekkei genkai that allows her to copy other people's kekkei genkai. She already has byakugan, sharingan, and rinnegan. (She got the rinnegan when someone tried to take her. That person had the rinnegan, but she quickly killed them all and copied their kekkei genkai. The Hokage doesn't even know that she has this power. When she got back, the Kyubi started talking to her and helped her train. She would be considered as powerful as a Sanin. (No, she hasn't mastered the Kyubi's chakra yet. She masters it later). She is now taking care of her brother and he is taking care of her as well.
