When Thor left to protect Midgard with the avengers, there was only one person who could take the place of the future king. And of course there has to be a second person to reign. So Odin arranged suitors from the different realms so that Loki could choose someone to spend their life with. There would be 9 suitors, one from each realm. And there would be 3 different contests, where Loki would choose who stays and who fails, until there will be one person left. And they will marry that person.
