Scarecrow always dreamed of it. Freeze Gotham, and later the rest of the world. He always hated Batman. Never could look at his face, unless he was hurting him. Scarecrow thought that if he froze Gotham, Bruce Wayne's home, he would get enough revenge to stop him, and destroy him once and for all.

Scarecrow didn't think. If he froze Gotham, Killed Batman, and later kill other heroes, what would he do after? Look for other heroes to kill? Find someone else to be mad at?

He didn't care. All he wanted was to kill the bat. And in addition, do a favor for the villains who also hate Batman.

But wait; wouldn't they all want to kill Batman themselves? Would they try to kill him after?

Scarecrow couldn't think straight; all he wanted to do was kill Batman. He never thought that killing one man would lead to all these conflicts!

He then thought how he would freeze Gotham. What, does a scarecrow have freezing powers? He could team up with Mister Freeze or Captain Cold or even Killer Frost! Or he could steal their powers instead; be a little more vicious. Killer Frost's powers would be harder to steal compared to Mister Freeze when you could just take his gun.

He then decided to take the powers of Captain Cold and Mister Freeze. This is because if he tried to take from Killer Frost, she would probably kill him. Also, he thought he would have more of a manly relationship between the men so it would be easier to take their powers.

Wait a second; if he does this, aren't ALL the heroes going to try to stop him? Maybe even the villains, too? He needed to team up with another villain so it would be a little more easier to try to fight the heroes (or other villains). He wanted to team up with Bane and Clayface. Definitely not because they are big, it's because Clayface can become another villain and trick them into coming or not hurting them and Bane because he's used to stealing venom so maybe he could help steal cold abilities, too.

Scarecrow's plan was all worked out and he felt like nothing could stop him; not even Batman.
