Right there, in Godric's Hollow, Voldemort had appeared, walking towards the house owned by the Potters.
As he walked in he heard someone shouting "Get Harry and run!".
He didn't think that they deserved to be killed by him, so he petrified them.
Walking towards Harry he saw something, a mark on his neck. (On the top) Voldemort decided to ignore it as Harry would not live long enough to figure out what it means.
