Quirk: Fallout
The user's biology is permanently altered to make them highly resistant to radiation and produce radioactive energy in all their internal organs. This radiation is leaked from all over the body when the quirk is fully active, but otherwise it's just exhaled. The user is required wear a specially made reverse gas mask that dampens the quirk and filters out the radiation from their breath, as this quirk is incredibly hard to control even somewhat, and impossible to fully control without major outside help.

Background: Izuku Midoriya was exposed to heavy amounts of radiation during his mother's pregnancy due to his mother being a careless nuclear engineer and physicist. This, combined with his mother's quirk, an energy generation quirk, and his father's quirk, a hard to control energy projection quirk, and you have a quirk that could spell disaster. At the time of Izuku's birth, Hisashi Midoriya, his father, had been doing hero work, and overused his quirk, projecting all his energy, killing him in a slow, agonizing way. Distraught, Inko Midoriya, Izuku's mother, became even more careless, which led to an incident where Izuku was exposed to years worth of radioactive waste, which awakened and empowered his quirk. He began accidentally giving radiation poisoning to those who got to close, and they quickly caught on, before putting Izuku in a room compromised entirely of thick lead, made to contain high level waste until something could be done with it. After awhile, they managed to rig up a mask that would both dampen his quirk and filter out radiation leaving Izuku's body. After this event, Inko began to take out her anger and frustrations on Izuku. It started with yelling, but quickly escalated to beatings and neglect. Even school wasn't an escape for Izuku. People feared him and keep their distance, and those who got close would only get close to beat and taunt him. He was close to breaking, to removing his mask and becoming the monster everyone saw him as, but he keep hold of his sanity for one simple reason. If his quirk was powerful enough to end lives, it was powerful enough to save them. Izuku began to tinker and attempt to make a new mask that would give him control over his quirk, and everyday he got closer to his goal. But something made him snap...

The user produces massive amounts of radioactive energy regardless of if their quirk is active or not. With enough radiation, the user can mutate people and animals into obedient ghouls

Background: Izuku snapped after seeing a quirkless kid killed by bullies while heroes did nothing. This led to Izuku's quirk's power increasing to a point that the mask could not contain it in a matter of seconds. His mask broke apart, and a massive explosion of radioactive energy blasted out from him, killing several false-heroes, many bullies, and some nearby villains alike, while wiping his home town off the map. He quickly found the remnants of his 'home', where he discovered his mother had survived the blast and was now wearing a special hazmat suit that protected her from almost all radiation. Izuku saw her, and began to release radiation much higher then the suit could handle, causing Inko to slowly bake alive from the radiation. Inko didn't die, but mutated and transformed into what could only be called a ghoul, which Izuku killed with his bare hands. After this, he collected his new mask and used parts he found around him to complete it. For 10 years, Izuku wandered his small wasteland he created, feasting on various types of radioactive plants that served to fuel his powers to become stronger. When people entered his small wasteland, he increased the radiation in the area immensely. Soon, he created many ghouls, and began to experiment in ways of making them better, stronger, and smarter. He was unable to make any breakthroughs, when he was contacted by a group that claimed they could help, in return for helping their cause. Izuku learned that these were the Horsemen of The Apocalypse, a group dedicated to destroying the corrupt world and starting anew. Izuku needed little convincing, and joined up with them, where he met someone who would further his research...
