Phil Coulson was the little boy at the end of Captain America 1 playing with a trashcan cover painted shield. He got some form of the serum over the years, which slowed his aging. He didn't spend years and money on eBay collecting the vintage Captain America Cards - he got them for a nickel with his Captain America comics.
