It took Tony a while but he eventually convinced all the Avengers to move into the Tower, all in a different way.
Bruce: After New York he just never left.
Natasha: A high security building, not that far from S.H.I.E.L.D, to stop between missions.
Clint: A point in which you can see all of New York from one point.
Thor: He couldn't keep relying on Jane everytime he gave an impromptu visit from Asgard, and when he came he could always bring Jane over.
Steve: It was convinient for everyone to be in one place, should they be called to a mission, besides he could guarentee a warm room that could have any mattress he liked.
Then later...
Jane: It was the easiest way to access the worlds best labs, plus it was always the first place Thor checked in.
Darcy: She just turned up with Jane and made herself at home.
Bucky: It was where Steve was, meaning it was safe.
