MULEs are basically better versions of SCVs, to oversimplify it. They mined resources three times as fast (they can carry a lot more weight which would have brought an SCV to a standstill), but run through power so quickly that their batteries can only provide a very limited battery life (usually 90 seconds). When they ran out of power, two more SCVs could provide more power to it.
MULEs also have no brains or instincts, so usually, SCVs worked alongside them to guide them to places they were most needed.
20-05 managed to find and reformulate old blueprints for a MULE with a much more powerful battery, devised by Sycamore Base's former engineers. This MULE wouldn't die thanks to its battery.
When Sydney learned about this, she didn't take too kindly to the fact.

You also took the time to check what other structures you could build using a tablet. So far Sycamore Base's tech advancements are the engineering bay, missile turret, barracks, and bunkers.
