Can we manifest while feeling anxious or depressed? Totally yes. Since emotions don't manifest, we still have the power to manifest even when feeling down. Some people manifested while struggling with mental issues. In fact, some people might find it easier to manifest when feeling down, since they don't hold any high expectations and have less resistance to it. Although, of course, that'll actually depend on the thoughts and wants of that person during that period of time.
If you don't have a strong mental diet, we would advise you to affirm "I am mentally healthy", "I am completely whole" then proceed with your manifestation journey. Because although the emotions don't manifest, the thoughts that trigger that emotion will.
For example let's say, you are not feeling good but you are manifesting money, your emotions wouldn't manifest but if at some point, thoughts like "am I even good enough to manifest money?" persist in your head, you'd struggle with manifesting that money. Remember that even if thoughts like that cross your head, you can always catch them and replace them. You could also affirm "My mind rejects any opposing thoughts," or "I don't manifest bad things when feeling down," or even "I manifest my desires even when I feel down."
Remember we can always also affirm how we want to feel or want others to feel. This explains how we can change our states and others' too. By affirming mentally, we can get ourselves in a healthy, good state and we know that "everyone is us pushed out", so we can do the same thing with other people by just replacing our old assumptions into new ones.
For example, let's say person 1 is person 2's friend. Person 1 is mentally disturbed. Person 2 wants to help them. They can easily do so by just affirming "Person 1 is doing amazing", "Person 1 is healthy", "Person 1 is having fun". Our brain already knows what "amazing", "healthy", "fun" means to us and it'll conform with 3D reality as exactly we want if we keep persisting.

The Placebo Effect: What It Is & How It Works
Placebo effect can be defined as convincing your mind something has a benefit when it doesn't directly have one. Studies have shown that convincing your mind that there's a consequential effect of an action, whether direct or indirect, will eventually lead to that consequence. For example, persuading yourself that drinking water makes you lose weight will make you lose weight.
The Placebo Effect can be used to manifest if you need a "realistic" approach to getting what you want, especially if you believe that manifesting requires an action. It also holds other major benefits, depending on how you're using it.
For example, let's say someone doesn't like doing house chores (well who does- *shush neg assumption*), You can affirm "each time I do household work, my bank account increases" and guess what it'll literally come true because whatever you assume is true. It wouldn't just manifest but in the long run, doing house chores might even become a hobby and you benefit from the cleanliness. We believe that the state of your environment has a huge impact on our mind states, so being in a clean environment helps keep your head clear.
You can use anything as a placebo effect. It can be depressing music where you affirm "each time I listen to sad songs, my manifestation shows up".
Manifestation methods and techniques are also placebo effects, that's why if you believe writing down what you want 55 times for 5 days will help you manifest, it will work for you.
If you have trouble manifesting at first, what you can do is search up how to get a certain thing (for e.g, how to gain muscles or abs), then go for a do-able action (for e.g, doing a certain workout for a certain period of time). Assume it'll work and it will.
These are just our examples, keep in mind you can literally associate any action with a consequence, and it'll happen. This explains why some people may have recurring incidences in similar situations, for example, believing that going to a certain place or picking up a certain thing is bad luck. It only is because you assumed so. A lot of myths are actually placebo effects that most of us don't realize. A lot of techniques and methods for manifesting are too. Truth is, we barely realize how a lot of things we are doing in our daily life are actually placebo effects.
