I reread OriginDistortion's Colder Than Ice. Go read it if you haven't, but it made me really think about Kiyo in a magical setting.

For as long as I've know, there's been 5 elements and over a dozen discovered 'abnormal' elements. The 5 normal ones, included earth, wind, fire, ice, nature. There were advanced 'paths' of each of these basic elements. Some examples include 'Ironwill', 'Galestorm', 'Azure Flames', 'Crystallization', and 'Curses'. Roughly 30% of the population are born with these talents.
The White Room's goal was to mass produce strong mages. Specifically, ones at the advanced level. There were 5 tiers. Basic, intermediate, advanced, expert, and then executives. Even among executives, the power gap between the strongest and the weakest is enormous.
The element you were given was usually determined by your genetics. Your ancestry and genes determine the specific element you're given. For example, a specific family could all come from a line of fire mages. The likelihood of you being a fire mage dramatically increases if you're from this line. Even the chances of being part of a specific path increases if you're from a specific family. You might have a high chance of using the Galestorm path. Even abnormal elements have a higher chance of being passed down. One example is the Koenji family. They are known to use the lightning element.
My father wants to change that. His goal is to creates mages of any element. This goes against the natural laws of this world, yet he's determined to do so regardless.
Now onto the uses of elements. There are many practical uses, like for heat and for refrigeration. Maybe even the construction of building by many ironwill users. The primary use, was for battle. The law enforcement uses it, nearly everyone uses it since there's no other alternative.
A/N: No guns, because the strongest people didn't want normal people to be able to fight back. I would've mentioned this with Ayanokouji's monologue, but he doesn't know guns even existed.
You're able to use another element at the intermediate level and at the expert level. This means you'll be able to use 3 elements once you become an expert level mage. Some executives are able to use 4, albeit very rarely.
6 year old Kiyo"4-01, come up."
All 27 of us were on stand-by, waiting for our chance to go onto the stage. The only bit of color in this room was the crystal ball on a pedestal, that determines our element. There was an instructor calling us up each time, and a couple others off to the side, my father included. If you didn't get an element, you were taken somewhere else for research on creating elements. My father was one of these people, he had no element.
I was 4-50, meaning I'd be going last out of everyone. I'm interested to see what'll happen, though.
A timid boy walks up onto the stage. The rest of us are nervously awaiting the results. He places his small hand onto the ball, and waits a couple seconds.
Suddenly, a flame roars to life on the crystal ball. It covered the entire ball, and it was very bright.
"Ah, an intense flame! The size isn't bad either. Around a 8 in intensity, and 6 in sizYou have potential, 4-01."
The size and intensity determines the effectiveness of our attacks. It seems like he's pretty good at it, too.
"Psst, 4-50, what element do you want?"
The girl whispering to me was 4-49, the number next to mine. Her green eyes, and brown hair stood out to me. She interacted with me often, although I didn't mind it.
