Author's Theory: So, before we get into the negative Hyper-Go-On abilities, I want to talk about a theory / headcanon I have about the Sonic universe. This extends further into the lore of Sonic than here in my little Gizoid-verse here, but of course, this is important to Cobalt's abilities.
Now, hopefully you know what the Nega Wisps are. The Wii version of Sonic Colors has Purple Frenzy, and the DS version has Violet Void. And we know their defining characteristics: they are both dark purple, their powers are inherently darker (a ravenous maw and a black hole, respectively), and important to my theory, instead of eyes, they have sharp-toothed mouths, kind of shark or scarecrow-like.
If you remember, Wisps are powered by their Hyper-Go-Ons, and once Eggman drains them of those Hyper-Go-Ons, they become Nega Wisps. At the end of Colors, the Hyper-Go-Ons are returned to the drained Nega Wisps, turning them back into normal Wisps. So there shouldn't be any more Nega Wisps, right?
Well, I'm not so sure. In Sonic Lost World, they introduced a bunch of new Wisps, including the Black Bomb Wisp. And it took me a while to notice, but the Bomb Wisp has the same kind of sharp-toothed mouth as the Nega Wisps. How odd.
Then, in Sonic Forces, they introduced the Wispons, weapons made to the Wisp's power without causing a transformation. Each type of Wispon is, of course, made to function with its corresponding color of Wisp. And wouldn't you know it, one of these Wispons is made for Void, one of the known Nega Wisps.
So based on this evidence, Nega Wisps still exist past the events of Colors, and Bomb is one of them (even with how silly this power is represented). So, why?
Maybe you'd say that Eggman is still secretly draining Wisps of their energy, especially in Forces, when he controls the world. But I disagree. Eggman only really does one big plan at a time, and the Wisps aren't involved in his plans in either Lost World or Forces. Well, it could still be true to a small degree, but that's not the point.
Here's what I think. So, if you remember, Tails explained in Colors that Hyper-Go-Ons are the life source of the Wisps. It's what they need to live. Well, energy has to be used up eventually, right? So, my theory is that the Nega Wisps are simply a stage in the life cycle of the Wisps, that every Wisp will become one eventually, when all they have left is the fleeting negative energy of their life source. In fact, this stage of life is likely close to the end of a Wisp's life. In other words, they are elder Wisps, and they'll pass on relatively soon.
I think I can further prove this idea with the fourth type of Nega Wisp. If you've caught onto the pattern by now, then you'll notice the Jade Wisp, introduced in Team Sonic Racing, and retroactively added to the remake of Colors, Sonic Color Ultimate, has the same defining sharp-toothed mouth of a Nega Wisp. (Which kind of makes Eggman seem kind of silly in the Rise of the Wisps animated shorts, where he captured a Jade Wisp to drain its power, and it already was a Nega Wisp to begin with and probably would have little to no power to give, at least for Eggman's intentions.)
And what is the power of the Jade Wisp? Ghost. And ghosts happen to be associated with death. It might make sense that if Nega Wisp is the final stage of a Wisp's life, then one of the Nega powers would be a possible representation of death itself.
And what does this have to do with Cobalt? Well, I think Bomb and Ghost should be considered to be among his Nega Hyper-go-on powers, along with Frenzy and Void. And this is what I considered while coming up with Cobalt's abilities. I just wanted to explain why this is, before anyone starts getting on my case for that decision.

Cobalt has access to the full selection of the Hyper-Go-On abilities. And while Hyper-Go-Ons are mostly a positive form of energy, there are some... negative variants of the color powers.
