Within Tokyo City, Japan, we could see that Justin was standing on top of a building, overseeing the city below him.

Justin then summons Thunder Fang as he raised his blade into the air, calling upon the thunder and lightning.

Justin: Thunder Fang. Release your power. Upon those Racist Fools.

Justin then glares down at the ground, before directing Thunder Fang down at the ground.

Justin: THUNDER FANG! GREAT ROARING THUNDER!!!

Suddenly, huge lighting strikes struck down at the Tokyo City, blasting building apart as people were being killed left and right.

20 minutes later, the lighting strikes stopped their assault and Justin saw the city was in great ruin and chaos.

Justin[Smirk]: Good. Yes. Scream. Fear. It doesn't matter.

Justin then jumps off the roof that he was standing on and lands on the ground, creating a crater on impact.

Justin: This world shall pay for what they have done to me.

Justin channels more lightning into Thunder Fang as he was about to unleash another devastating attack.

When he felt an attack coming at him, which he swatted it away like it was nothing at a building, reducing it to rumble.

Justin saw Rias and her peerage; however, it was only Rias, Akeno, Issei, and Xenovia. Kiba, Asia, Koneko and Gasper wasn't there.

Justin: I was wondering when you'll finally arrive.
