Well, shout-out to @RunningRabbitsOcto for giving me the idea for this theory (stop now if you don't want the show ruined):

There are three main 'types' of animals in the show.
1-Bipeds. These are the kind that the octonauts and octo-agents are. Having evolved to look more like humans.
2-Mid-Evo (couldn't think of a better one). They still have the structure of a normal animal, but they can speak and communicate with others.
3-Ferals. These are regular animals that haven't changed.
You don't see many ferals in the show because they've been hunted to near extinction. As for where they're getting the meat from for the fish biscuits, I don't know. It's just a theory and doesn't have much evidence. More of a headcanon, really.
