"This is sick," the older, gruff marine commented, "how dare we even call ourselves marines at this point?"

He shot a pointed glare at his superior, who was standing next to him with crossed arms.

[INTRODUCING: FLEET ADMIRAL SENGOKU]

"Orders are orders," the admiral replied cooly. "If this succeeds as Vegapunk expects, then we will have the ultimate soldier on our hands."

The two men were standing on an observation deck. Below, and behind extremely thick glass, held a small serpent that was writhing against its' captors in futile attempts to escape.

The serpent had (f/c) scales with delicate tufts running down its' spine. It was hissing at a World Government scientist who was trying to restrain it.

"Besides," Sengoku continued, "this dragon here will replace thousands and thousands of soldiers. Thousands of soldiers get to see their families again when they wouldn't otherwise. Come on, ol' Hero. It's for the greater good."

[INTRODUCING: MARINE HERO, MONKEY D. GARP]

"Bah-! We've managed to abduct one of the rarest species in our world, and we're poisoning it with human intelligence. All the greed, all the shit." Garp grumbled, "They're sacred creatures, that's why that bastard's fruit is classified as mythical! It's not even old enough yet to walk, and look what we're-"

"Garp. Enough, complaining isn't going to change a thing."

Two additional scientists stalked toward the slithering dragon. They were holding a crate that contained what Garp knew was a Devil Fruit.

The Hito Hito no Mi, Model: Daisan Me. 

The goal of this experiment was to "condition" the dragon young, and since they're only born every few hundred years, they had to act quickly. Without the luxury of time- as every passing day meant the dragon was less and less impressionable- the Marines resorted to giving the serpent the only Hito fruit they had on hand. So, the Hito Hito no Mi Model: Daisan Me was given.

This fruit allowed the eater to transform into a member of the Three-eyed Tribe. Three-eyed beings possessed the ability to hear the Voice of all Things, albeit with extensive training. But other than extra awareness, this fruit was as close as they could get to the original Hito fruit, as they hadn't been able to find it. 

This experiment wouldn't even exist if Vegapunk had created an artificial dragon fruit correctly. The Marine Hero grumbled to himself. Vegapunk reported that his invention was "flawed", and that it must never be created again. So this was his solution. If you can't turn another human into a dragon, why not turn a dragon into a human?

Garp tapped his forehead against the glass and sighed as the foul fruit was shoved into the dragon's throat.
