This is a Japanese Urban Legend.

Teke-Teke is the ghost of a Japanese Schoolgirl who fell onto a railway and was brutally sliced into two by an oncoming train. The vengeful spirit-outraged by her death-now haunts Urban areas and train stations at night. With her legs gone she carried herself on her elbows and hands, which makes a "Teke-Teke" noise every time. If you ever encounter this malicious spirit run as far away as you can. If she catches you she will use her scythe and cut you into two as well, letting you bleed out to your death. Although she lacks legs she is extremely fast, it is said that she can crawl at the speed of cars. In some renditions of her story, She will ask you where her legs are. To which you respond "Meishin Expressway" and she will leave you. In lesss hopeful iterations, you have to outrun her. Which is impossible with her speed.

Rendition of her origins, and most believed origin:

Teke-Teke was a schoolgirl who was bullied, one day the bullies had gone too far and tied the girl to a railway. When they all left an oncoming train had killed the girl. One of the bullies came back, as she felt shame and guilt for tying her to the tracks, and found her corpse. The girl left to get her friends and when they were all there Teke-Teke's corpse was gone. Her legs still on the track in a massive pool of blood. It reeked of dried blood and rotten flesh.
