This is a Japanese Urban Legend.
The legend of the Okiku doll differs from the other stories, as the doll physically exists in our world. The Okiku Doll resides within the Mannen-ji Temple in Hokkaido. The tale dates back to 1918 when a little boy purchased a doll for his little sister noting that the two both had bob haircuts. The little girl was infatuated with this doll, and they were inseparable. Tragically, A short time later, The girl passed from an illness. Her family displayed the doll, Named Okiku, on an altar in remembrance of their daughter and sister. They slowly noticed the doll's hair was growing. They concluded that their daughters restless spirit was inhabiting the doll and eventually provided it to the Mannen-ji Temple where it remains today and is visible to guests. Okiku's hair continues to grow to this day despite haircuts from the temple's priests.
