This is a Japanese Urban Legend.
The KeraKera-Onna is described as a gigantic woman covering almost the entire sky. She may not show up at first, but her malicious giggle can be heard very clearly. She climbs after her victims giggling and laughing until the victim turns around disturbed and annoyed, then she shows herself to the victim and laughs scornfully. The victim usually runs away in panic but is chased by the KeraKera-Onna to the point of exhaustion. It itself does not cause any physical harm to the victim, it only lives on human's fear of being persecuted.
