After returning to the village, being made the new Hokage, given approval by the daimyo to take in naruto, and Danzo's exposed corruption with the other elders in Naruto's mistreatment.
Tsunade decided that the village needs a little bit of...reform if you will. Starting with interviewing all the Ninja Academy staff and instructors because of Naruto's grades in past years being so poor she knew it wasn't from lacking skills or intellectual abilities.
It's because someone within the academy was purposely sabotaging his education in favor of Sasuke Uchiha's prodigious skills. So she interviewed each one of the 2 main instructors disguising it as an inspection of the current curriculum requirements to pass. Tsunade wasn't pleased.
The 3 basic jutsu requirements to pass were jutsu even a civilian could do.
Clone jutsu, replacement jutsu, and transformation jutsu. 2 of the 3 naruto was easily good at.
When she'd asked for every student to demonstrate the 3 jutsu 1 by 1 and must be performed perfectly they all thought Naruto's idiot pranks were involved.
But when Tsunade said that if the instructors were showing favoritism, well then everyone would be held back a full 3 years until proper equal opportunity to prove themselves in all subjects including the art of medical ninjutsu and chakra control exercises were shown would they be permitted to pass.
To Tsunade's surprise medical ninjutsu, sealing jutsu basics, even proper chakra control exercises weren't part of the curriculum. Tree climbing, water walking leaf balancing.
Only 1 out of the 3 were included. When asked to demonstrate the remaining 2 chakra control exercises to her and shizune Iruka embarrassed said.
"Um...you see, lady Hokage. Those are umm. What I mean is. Because of how advanced they are they were...removed???. By the...civilian council's recommendation???."
And Tsunade said.
"And who on the civilians council suggested that they be too advanced and removed from the curriculum coarse???.
WHO. WAS. IT...AS YOUR HOKAGE I'M GIVING YOU A DIRECT ORDER TO TELL ME OR EVERY ONE OF YOUR STUDENTS GETS HELD BACK 3 MORE YEARS!!!."
And Iruka said.
"Mebuki Haruno!!!. It was councilwoman Haruno who suggested civilian children be allowed to become shinobi and the courses requirements get changed from the previous ones!!!."
Tsunade then said.
"TAMPERING WITH THE SHINOBI EDUCATIONAL SYSTEM TO BENEFIT CIVILIAN STUDENTS IS PROHIBITED!!!.
MY GRANDFATHER AND GRANDUNCLE WOULD BE ASHAMED OF THIS CHANGE!!!. AS OF TODAY,AS 5TH HOKAGE I, TSUNADE SENJU DO HEREBY DECLARE THAT ANY SHOW OF ACADEMIC FAVORITISM WILL RESULT IN IMMEDIATE DISMISSAL AS INSTRUCTORS!!!.
THE FAVORED STUDENTS WILL BE EXPELLED FROM BECOMING NINJA DURING THIS OR FUTURE GENERATIONS OF NINJA!!!."
All the students could tell she was serious because she ripped a tree from the school out of the ground roots and all. She then tossed it towards the training posts and said.
"None of you are prepared for the shinobi world's horrors outside these village walls!!!. What if the village was under attack right now, and despite just becoming genin you nearly died because you were improperly taught by your academy instructors and Jonin sensei!!??.
What if despite your clans status and your heir status and bloodline abilities your unable to protect your friends and comrades in battle!!??. A good example is the previous shinobi war we had!!!.
I've seen what wars, invasions, and grudges do to people. None of you are prepared enough. NONE. Not a single one of you has had enough time.
When I was your age we were taught that an extra skill in medical ninjutsu was required to graduate. That alone takes 3 years to learn and just as many to master the basics of before using.
