ISSUE: Ten-Lords Commission [十王司]

Ten-Lords Commission; one of the commissions aboard the Xianzhou Alliance, dealing with the affairs of the mara and long-lifed species that violate the Ten Unpardonable Sins, regulating justice around the Hexafleet.

The judges of the Ten-Lords Commission oversee the souls of the mara-struck and the dying and their passage to the Hall of Karma, a place where the souls of the dead are kept. The body of a judge is connected to the Hall of Karma, allowing them to collect souls, decide karmic consequences, retrieve souls to the living world for a period of time.

The duties of the judges – detention, imprisonment, punishment, and interrogation – serve a different purpose, each judge specialising in one aspect.

The spiritfarers of the Ten-Lords Commission handle those who are about to become mara-struck, seeking out information and preventing harm from being induced onto citizens of the Alliance.

The duties of a spiritfarer – investigation, detainment, and subduction – each serves as a step in the safety and jurisdiction of the Xianzhou.

Due to the secrecy of the commission, there is hardly any information about who the Head of Commission is for the Ten-Lords Commission. All is known is that they are addressed as the Chief Justice.

Commander of the Dead: The flute that brings conviction.

There have long been stories about who the Chief Justice of the Luofu is.

Most like to say that the Luofu's Chief Justice is the most feared out of the six heads for their respective ships as it is known that she was close friends with the holder of the title of Sword Champion, Jingliu, and companions with the members of the High Cloud Quintet even before their formation.

But what is amiss to most is that it's not her skill with a weapon that makes her deadily, it's her ability to directly call upon souls from the Hall of Karma to assist her in battle.

Of course, this is all but rumor as no one who has faced her in battle has returned alive to tell the tale.

Those who manage to get a glimpse of her dark hair or white eyes describe the sharp tune whistled from a flute made of the finest craftsmanshi before the dead descend on the living. A ghostly glow the covers the obsidian flute, turning it into a blade that can slice through metal itself.

For someone of her stature, only the worst of the souls are handled by her. Her presence itself acts like an omen of foreboding where only when the situation becomes fire, does she grace the battle with her presence.

Xianzhou: The Lightless Period

The High Cloud Quintet was often associated and used synonymously with the words 'hero', 'saviour', 'hope'.

But now, who would have thought that the passing of Miss Baiheng would cause such a cascade of events. Truly unfortunate.

The Furnace Master Yingxing has not been found, stuck with mara but still holding his consciousness.

The Sword Champion Jingliu also stirken with mara, turning on her student, General Jing Yuan only to be defeated in battle, she too, currently in places unknown.

Imbibitor Lunae, the High Elder Dan Feng, sentenced to exile and chained in the Shackling Prison.

It only took one night for Xianzhou's heroes to become exiled criminals.

But this also graced the Luofu with the first public images of the Luofu Chief Justice. Many days on end will the streets see spiritfarers from the Ten-Lords Commission lead by the Chief Justice herself, scouring every corner for a sign of the fallen Xianzhou heroes.

It wasn't long before civil unrest came about. The Vidyadhara were split on what to do with Dan Feng. The Cloud Knights were bent on his execution. It wasn't long before the Ten-Lords Commission sent out the decree to exile him from the Xianzhou. This decree being the first one without the Chief Justice's signature of approval.

Stories spread across the streets the day of Imbibitor Lunae's reincarnation's exile. Whispers and glances were sent around, looking at the two figures that stood among the crowd. One being the General of the Luofu, his silver hair obscuring his expression, the other, with her back turned, striding away with clenched fists, was the Luofu's Chief Justice.
