UK is called mum by his kids because they are used to calling him that since he was young.. their babysitter (Prussia) made them develop the habit by telling them to call him mum which annoyed Britain to bits. Now, though they know that they should call him dad, they still call him mum due to the habit. Britain isn't as annoyed as it reminds him of their childhood.
