As they out to safety, Belle looked around at Shemei's home....it was shattered into pieces. No one survived but them.
Belle had Shenmei lay down and started to heal her with her powers. More memories came into her mind as she was healing.
"You're not going to lose me."
"Hm?"
"I just answered your question earlier. Just remember, I'll always be by your side."
Leon looked at Belle and then back at Shenmei's home that's on fire.
"Jason." He mumbled.
"You think he did this?" Belle asked.
"Yeah. I'm sure." Leon replied.

As the fire has died down and now Shenmei's awake. They walked around for a bit. Leon then pulled out the chip that's in his pocket.
He seems to be in dazed.
Remember when I told you about terror? It starts with fear. You cultivate it, and you watch it spread, and then...then you've got terror.
"Give me the chip." Shenmei said. "If we go public with it, everything that Wilson has been doing will out in the open."
"If we do that, you'll have every agent in the U.S hunting you." Leon said.
"I have to do it. So that everything that happened to Jun See will never happen again." She said.
Leon sighed and looked at Belle.
"I know you both understand. Raccoon city was the beginning. We can't let what happened in Penamstan stay buried. Jason wants justice." Shenmei said.
"No. Jason doesn't give a damn about justice. He wants the world to know what real terrors like. The kind him and his men knew. He wants that to be the new reality for everyone, and then...he wants to burn it all down." Leon said, stating the facts.
"He wouldn't do that." She defended.
"Look around you." Belle snapped.
Shenmei looked around. And again. And again. Hoping it's a nightmare.
"If you wanted revenge....we need to stop Jason." Belle said. "That way, your brother will get the justice he needs."
"But the chip-it has the evidence."
"And that evidence will kill you and all the innocent people in the city. You call that justice, Shenmei?!" Belle exclaimed.
She remained silent.
"Raccoon City was the worst nightmare Leon and I went through...yes we survived. I wouldn't be here if it weren't for him. If I were you, I will find some other way to fix it." Belle said.
Leon walked up to her and gave her a stern look.
"Shenmei...she's right. Tell us, where is he?"
She sighed in defeat. "Follow me."

Leon called Patrick for the updates, since the president is making the speech.
"Do you trust me?" Leon asked Patrick.
"Of course, I trust you-" with that he hung up the call.
"You could've at least let him say something." Belle said.
"He'll manage. By the way..."
Belle arched her brow at him, waiting for him to talk back.
"You...remember?" He asked.
Belle nodded. "Yeah."
"When?" He asked again.
Belle rubbed her arm as she looked down.
"I think...it was when I started healing Shenmei...I remember the time I was trying to heal you when I was in a weak state...and..."
With that, Leon rushed to hug her. He also shed some tears.
Belle pulled back and flicked his nose, like their previous mission in Spain.
"You're real." He said.
"Come on, we need to stop this mess, right?"

They followed Shenmei and led them to underground lab. As they got to a close door, she pulled the switch.
"Jason said Wilson has a fully equipped lab down here. It's where he develops his bioweapons." She said.
"Right under everyone's noses. Typical." Leon said.
"Sounds like every villain in the movies." Belle chuckled.
They ran into a larger room where they saw a bunch of humans that are being infected. The former soldiers in their testing tubes.
The alarm suddenly went off as the doors shut right.
"That's not good." Leon said.
Acid fluids came through the pipes and starts filling down the bottom, the human test subjects began to fall.
Belle saw Jason's full form. A demon.
"Oh god."
"I'm going to end this." Jason said. "I'm gonna go up there and show myself to them. To the world. And then, this, this torture chamber. Everything, it's all gonna burn."
"No. I have my brother's chip. All the evidence we need is right here. All we have to do is go public with it, like we planned. You don't have to do this." Shenmei said.
Belle wanted to face palm herself in the face...after all she said...was a waste of her breath.
"That won't help anything. It won't change what this country's done, or what it's doing right now. You know that!" Jason said. "I will show you fear."
Jason turned and leaped from the rails.
"Jason!" Leon called.
They ran after Jason as he was heading up to show himself.
"Jason! Stop!" Belle pulled the trigger but there's no affect on him.
"I will show everyone what fear is. The , then it will spread." Jason exclaimed.
"That won't change anything!" Leon shouted.
"I will open their eyes to true terror! It's the only way to keep this tragedy from ever happening again!" Jason shouted back.
"No! It doesn't work that way!" Leon began to shoot at Jason, again with no effect.
"You can't stop me!" Jason then came to the edge and began to tear the bridge. The three stumbled and got separated. Belle was held on tight on the rail as she saw Leon was hanging on the edge of the rail, she slide down, her hand held on the rail while her other hand was reaching for Leon.
He took it and held it tightly.
"Hold on, Leon." Belle whimpered.
"You saved Jun See. I won't let you die like this." Shenmei said, reaching Jason's heart.
Jason held her hand and looked at her.
"I'm already dead."
Leon and Belle heard a yelp from Shenmei. He's about to kill her.
"Jason! No!"
Jason grabbed her hand and then...snapped her head.
The bridge is falling slowly, and Belle pulled Leon, so they can climb onto the rail bridge. It kept on falling, Leon grabbed Belle from her waist and jumped on a safe platform.
"You okay?" He asked.
"Yeah."
"Leon! Belle!"
They both turned to the voice.
"Claire?"
"Go get Claire. I'll meet you up there." Belle said.
"But-"
"Just go!" Belle ran off after Jason.
She used the rail to jump on to get higher, she then reloaded her gun and aim at Jason.
"Hey Jason!"
Claire and Leon are heading over there as well.
"Claire, get to the control room! Keep him busy!" Leon said.
"On it!"
