Here is how I have attracted each rare cat in the game. THIS IS ONGOING as I have not gotten some rares to come to my yard enough times to determine how to best attract them. I have also used datelining resources to determine the goodies and food with the highest attraction rate for each cat.
The sashimi boat significantly increases the attraction of all rare cats apart from: Chairman Meow, Tubbs, Frosty, Hermeowne and Whiteshadow, despite many of these cats liking sashimi.
Joe DiMeowgio
Toy: Baseball.
Food: Frisky/Ritzy Bitz.
Difficulty attracting: Just be patient. Otherwise, use sashimi.
Comment: Joe DiMeowgio is a great rare cat to get if you are a newbie. He was my first rare cat that I got. He should come to your yard quickly.
Senor Don Gato
Toy: Mister Mouse.
Food: Frisky/Ritzy Bitz.
Difficulty attracting: Use more expensive food.
Comment: Senor Don Gato is another great rare to attract if you are a newbie. He should come to your yard quickly.
Xerxes IX
Toy: Zanzibar Cushion.
Food: Frisky/Ritzy Bitz.
Difficulty attracting: Use sashimi or use the Royal Bed.
Comment: Xerxes IX has come to my yard the most amount of times. He is pretty easy to attract, but his toys can be expensive.
Conductor Whiskers
Toy: Twisty Rail.
Food: Frisky/Ritzy Bitz.
Difficulty attracting: Use sashimi or use the Cardboard Choo-choo.
Comment: Conductor Whisker's uses the Twisty Rail more than the Cardboard Choo-choo. I have only ever used the Twisty Rail, and I have never had any problems getting him.
Tubbs
Food: Frisky Bitz in the outside area.
Difficulty attracting: Just be patient.
Comment: I have had the Giant Cushion out in my yard for so long, and I have never had Tubbs lie on it. Just use Frisky Bitz in the outside area - he will come quickly enough and eat all of your food. Make sure to not refill the food bowl if Tubbs is still in your yard. Doing so will cause Tubbs to only leave a small tip.
Lady Meow-Meow
Toy: Luxurious Hammock.
Food: Sashimi.
Difficulty attracting: Just be patient - I find Lady Meow-Meow comes the quickest with Sashimi but you can use Ritzy Bitz if you are short on money.
Comment: She can be a bit expensive, but not overly hard to attract.
Guy Fury
Toy: Glass Vase or Heating Stove (both goodies are cheap and just as effective).
Food: Sashimi
Difficulty attracting: Use both goodies
Comment: You don't necessarily need both goodies as they are both effective, but they are also both cheap and your chances of attracting Guy Fury will increase.
Kathmandu
Toy: Temari Ball.
Food: Sashimi
Difficulty attracting: Use the Lacquered Bowl.
Comment: The temari ball is much more effective than the lacquered bowl.
Ramses The Great
Toy: Tent (Pyramid).
Food: Frisky Bitz.
Difficulty attracting: Just be patient.
Comment: Ramses The Great does not like sashimi.
Sassy Fran
Toy: Cardboard Cafe.
Food: Ritzy Bitz
Difficulty attracting: Use Deluxe Tuna Bitz or Bonito Bitz.
Comment: I got her memento after 12 visits. Peaches also loves the Cardboard Cafe so when I set out the cardboard cafe to attract Peaches, I got many visits from Sassy Fran and that's when I got her memento (she somehow visited more than Peaches).
Billy The Kitten
Toy: Cowboy Hat.
Food: Frisky/Ritzy Bitz.
Difficulty attracting: Use Deluxe Tuna Bitz.
Comment: Billy the Kitten is another great cat to attract if you are a newbie, because the Cowboy Hat is cheap.
Frosty
Toy: Snowy Pillow.
Food: Sashimi.
Difficulty attracting: Use Deluxe Tuna Bitz.
Comment: Frosty can be hard to attract, but visits more frequently when it snows in your game (refer to the list of snow days in the "Snow Days" chapter). When it doesn't snow, Frosty uses the snowy pillow only. When it snows, Frosty also uses more goodies so their chance of attraction increases. Refer to the Neko Atsume Wiki for a full list of goodies Frosty will use on snowy days.
Sapphire
Toy: Tower Of Treats and Fairy-tale Parasol.
Food: Deluxe Tuna Bitz.
Difficulty attracting: Just be patient - Sapphire has a low attraction rate.
Comment: Sapphire is almost always accompanied by Jeeves. They are one of the hardest cats to come to my yard. They only like Deluxe Tuna Bitz (and Bonito Bitz, but does not favour it). If you have the money, I recommend buying both the Tower Of Treats and the Fairy-tale Parasol. On a positive note, Sapphire and Jeeves usually leave their memento after 5-10 visits. Sapphire gave me her memento after 6 visits and Jeeves gave me his memento after 8 visits (just a few minutes ago!)
Jeeves
Toy: Tower Of Treats and Fairy-tale Parasol.
Food: Deluxe Tuna Bitz.
Difficulty attracting: Just be patient - Jeeves has a low attraction rate.
Comment: Jeeves is almost always accompanied by Sapphire. They are one of the hardest cats to come to my yard. They only like Deluxe Tuna Bitz (and Bonito Bitz, but does not favour it). Hermeowne
Toy: Egg Bed (Nightview).
Food: Bonito Bitz.
Difficulty attracting: Just be patient.
Comment: I got Hermeowne's memento without seeing her once! I eventually did manage to snap a cute pic of her. Hermeowne prefers Bonito Bitz, but Sashimi and Deluxe Tuna Bitz work well too.
Whiteshadow
Food: Deluxe Tuna Bitz or Sashimi.
Comment: Whiteshadow is the hardest cat to attract, as they do not use any toys. Unlike Tubbs who also does not use toys, Whiteshadow has a very low attraction rate and stays in your yard for a very short period of time. Whiteshadow will leave your yard if you interact with your yard (refill food, place toys, take photos of other cats, etc.)
