Regular cats are pretty easy to attract. There are currently 44 regular cats in the game. Regular cats will come to your yard with any food and a wide variety of goodies. There is one cat in particular that is said to be hard to attract, and this is Peaches.
Regular cats (and rare cats) all have a power level, and many people think that if a cat has a low power level, another cat with a high power level can kick them off a goodie. However, this is not true according to the official Neko Atsume website. You can view a cat's power level via their profile in the catbook.

Just search (cat's name)/Goodies and a list of goodies they use will pop up. Examples...
