Rare cats are, as the name suggests, rare and hardly visit your yard. They are particular about what goodies they like, and some prefer certain foods while others do not. There are currently 22 rare cats in the game.
Rare cats (and regular cats) all have a power level, and many people think that if a cat has a low power level, another cat with a high power level can kick them off a goodie. However, this is not true according to the official Neko Atsume website. You can view a cat's power level via their profile in the catbook.
