The city itself is governed by the chair of Honnōji Academy's board of directors, Ragyō Kiryūin herself, with Satsuki Kiryūin as the proxy. Under Satsuki's rule, the city has fell into totalitarian state with her weeding out of the weak among the school's ranks, explaining its current dystopian state compared to the rest of the world by the time of Ryūko's arrival.

Honnō City is a city built on an artificial island and divided into four levels that separate the poor from the rich. The status of wealth depends on the student's progress at school signified by the rank of their Goku Uniform. The higher the Star ranking, the more prestigious the standard of living, with No-Stars being relegated to the slums. The poorer districts are further away from the academy and the richer ones are closer to it.

When there was lot of people are around here in this Honno city and make them both were walking and this place looks like homeless and abandoned all everything that they were take a walk with peaceful in their own normal life.
