Even though she didn't have a suit yet, Emiko had already started her plans for Hub City and she was aiming big. Thanks to her brother, she already knew who controlled all the criminal enterprises in Hub City in one way or another and it was an old friend of his. Tobias Church. From what Oliver had told Emiko about him, the crime lord had already set up enterprises not only here in Hub City but also in Keystone, Bludhaven and White Holland before he'd set his eyes on Star City. Emiko was planning on putting him behind bars before he could lay one foot in her hometown and she was also planning on freeing Hub City from his grasp.
Though it would take time to dismantle a criminal enterprise whose roots had already been so deeply established in this city, Emiko's new role as a teacher would allow her a way to kill two birds with one stone. Now she could keep her students away from drugs and also start taking the dealers off the streets and knowing what she knew about any criminal enterprise, once she started disrupting the drug trade, then the providers would come looking for her, which was exactly what she wanted. Though she did enforce a very strict drug policy for her swimming program, requiring every member to take regular drug tests before every competition and even practice, since she didn't want anyone getting any ideas. She also required her students to maintain at least a C average in classes to remain eligible to compete. She didn't care how much money a student's family had, they took drugs or slacked off in school, they were off the team and it was non negotiable.
Another good thing about once again having access to money from the Queen Family is that Emiko could use it to buy information about the Church's organization, since she couldn't exactly use any Ninth Circle contacts anymore since she was a traitor to them and it was times like this that Emiko wished that she had some contacts in the criminal underworld like her brother did with the Bratva, but money was still useful, even if she did need to use acquire it covertly to avoid drawing suspicion.
Right now her plan was to find enough evidence that Tobias Church was running a continuing criminal enterprise across multiple cities to turn over to the Feds so that they could ricoh him and dismantle his criminal empire, especially since she knew it was only a matter of time until the Ninth Circle found her if they hadn't already and she wouldn't put it past them to employ Church to help take her out, maybe even tell him who she was before she could even establish her secret identity.
That was why she was currently walking into one of Hub City's numerous bars, waiting for an old contact of hers to arrive, since she knew she needed to get a move on.
"Well, look who's back in the real world." She heard a man's voice say from behind her at the bar and turned to see a fellow Asian, a man known simply as Philky.
"Philky, I see you got my message." Emiko said.
"Yeah, it sounds like we're in the same boat now, since I got put out of a job after the ASA was shut down and it sounds like you're on the run from the Ninth Circle." Philky said, since their respective criminal groups were how they'd met since like most government organizations, the Ninth Circle had moles inside the ASA and Philky had been one of them before he'd come to his senses and Emiko had helped him escape both organizations.
"Technically, you were out of work when I helped you escape the Ninth Circle, the ASA and prison for not only being a member of a corrupt government organization, but also being a terrorist infiltrator inside a corrupt government organization." Emiko said.
"I still owe you for that." Philky said.
"And here's your chance to make that payment. I'm tired of using my skills to hurt innocent people. I want to use them to help the people of this city and I could use someone with your particular skill set to help." Emiko said.
"You mean you need a tech guy." Philky said.
"Pretty much. I can do the dirty work, but I need someone watching my back." Emiko said.
"I'm in, though we will need money, since we can't use Ninth Circle funds and I think your mom would get suspicious if you started spending billions of dollars from the Queen Fortune to cover your operation." Philky pointed out and Emiko conceded at that, since she hadn't thought that far ahead yet.
"I'm guessing the fact that you said that means that you already have an idea?" Emiko asked.
"Argus may have taken down the ASA, but they didn't seize all their assets." Philky said.
"Keep talking." Emiko said.
"The ASA has several hidden bank accounts that Argus hasn't touched. If you can get them, we can use them to fund our operations." Philky said and Emiko grinned.
"I like the sound of that. Tell me what I need to do, since I'm assuming it's dangerous." Emiko said.
"It is, but trust me when I say that if you can pull it off those millions will make it worth the risk." Philky said.
"Then let's get started, since you're right, we do need money to fund our operation and since Smoak Tech doesn't have any offices here, I can't use the family business to fund it." Emiko said, thinking about how smart Oliver was to do that before he'd lost the company and how her plan was to originally bring in Tommy at some point to have him fund it, after Malcolm was dead of course, but still. This way would be faster.
