After Emiko and Philky got their hands on the hidden ASA billions, they quickly began to put them to good use, since unlike her brother, Emiko didn't want to use her trust fund to fund her operation, especially since she now had memories of growing without it, without anything.

Besides, it's not like those funds were doing anyone any good just wasting away in accounts no one could access, though she had informed Lyla, who Oliver had put her in contact with to let her know what was happening and Lyla had given her the greenlight to ensure that Argus wouldn't come looking for that money.

Anyways, the first thing they did with those funds was to build a new base, since Philky had convinced Emiko that putting the base in her lighthouse was not a smart idea tactically, since it gave her too much exposure and she had to admit that he had a point there, since anyone could just walk into the lighthouse, unlike the bunker she heard her brother had built underneath his new house and she was definitely going to check that out soon, though she did hope that this bunker was more secure than any of his previous hideouts. But anyways, instead of putting their base inside her lighthouse, Philky had convinced Emiko to use the ASA billions to build a new base of operations in the heart of Hub City, hidden underneath a bar that he'd own and run, though she would have a controlling interest in it.

The bar would serve as a source of income for Philky and it had quickly become the popular hang out place for a lot of Emiko's students at Hub City University, especially since a lot of them had found jobs there, since Philky and Emiko both felt that this was another way they could help reduce the crime problem in Hub CIty by keeping the kids out of gangs, since they didn't get a whole lot of out of town students yet, due to the crime problem.

But hidden behind the actual bar was a hidden elevator that led to their new base, which Emiko had still decided to call the Lighthouse, which was also the name of the bar. The base was built inside an old abandoned subway station that was abandoned after a bad flood from about a decade ago and the bar was built on top of it for that very reason, since being able to connect to the subway system would allow Emiko get around the city a lot easier, if even if did mean that she might have dodge trains occasionally.

Anyways, the base was built with everything they'd need. A lab for Philky to work out of, putting his brain to use, a training room so Emiko could keep her skills sharp, along with a medical bay, a garage for Emiko to store her bike, a lounge kind of area, a meeting room and Philky's mission control computer setup was actually located to the side of the base inside one of the remaining abandoned subway cars and had a huge display screen on one wall (think of it as a cross between Khalil's setup from Black Lightning season 4 and maybe a Teenage Mutant Ninja Turtle Lair).

Anyways, Emiko had also had the Lighthouse walls reinforced with an experimental Nth metal alloy Lyla had given her from Argus to help keep unwanted guests out, along with Philky using his ASA skills to build them a security system that should hopefully even keep the Ninth Circle out.

Also, Emiko had made sure that the Lighthouse was big enough to house more members, since she knew that her team would start expanding beyond her and Philky soon, since no one could do everything themselves. Especially since she already had her eyes on her first recruit, who was actually someone Oliver had told her about from the old reality. Her name was Cindy, but her street name was Sin and since Sara wasn't around to keep an eye on her anymore, Oliver thought that maybe Emiko was a good source, since Sin did live in Hub City in this reality now. She'd been living on the streets recently, but Emiko had convinced Philky to give her a job at the Lighthouse bar and even let her rent a room above the bar, which would also give Emiko a better chance of seeing if this Sin had what it took to be a vigilante.
