"Excuse me?" America gaped, staring intensely at the meek headmaster. "You've gotta be joking."

"I would never joke about something like this." NATO claimed, his head tilting downwards solemnly, "I just received the message from WHQ." He shuffled some papers on his desk around before handing a letter to America.

America snatched the letter out of NATO's hand, the envelope was off-white and used to be sealed by wax which proudly flaunted the World Head Quarters logo on it,  it was promptly torn by Headmaster NATO when opening it though. America followed the same procedure as NATO did, taking one second to gawk at the intricacy of the message and then tearing through the envelope without a second thought.

He immediately noted the twisting cursive that filled the page, an almost confusing endless line of curves and loops. America's eyes took a second to adjust before reading.

Dear Mr. North Atlantic Treaty Organization,

I am aware that you recently came into power as the headmaster of Pangea Academy and have very powerful students that could easily hold international ranks.

However, we, the World Head Quarters, have intricately gone through every file, every student, and every power and are shocked to find out about Mr. United States of America District Columbia. His overwhelming positive influence over the students at your school is an amazing quality for a leader to possess.

What we are worried about is the threat level of Mr. District Columbia, due to his ability prowess and his rank in Pangea Academy currently, we must demand that you do not allow Mr. District Columbia to partake in the International Rank battles, for his own sake, and for that of others.

Please be aware this is a demand, not a request, from the World Head Quarters and will be subject to no questioning or disobeying.

Thank you for your understanding.

Regards,

OPS, World Head Quarters

"She can't just say that, right!?" America gaped, slowly raising up out of his seat in disbelief, "Where's the sign of approval! How do we know its not just her!?"

"America, please, calm down." NATO gestured to sit back down, "Any note from the WHQ is one that has already been approved by their mailing system, not to mention, this is OPS we're talking about, her entire job is to maintain peace and if she thinks it's a risky move. Then we must oblige."

America huffed, "Unfair, totally unfair." He threw his head in his hands, gripping his face hard, "Why didn't you just tell me this right off the bat instead of making me get excited?"

"I wasn't aware that most of the school already knew."

"Yeah." America sighed, "Guess you can't know everything."

. . .

"Where's America?" Japan suddenly questioned, poking Russia in the stomach, "He only stopped to talk to you after running out of NATO's office."

The two were sitting next to each other in World History, the one class Japan, Russia, Germany, Canada, and America share together. They sat at a big table, all of them facing each other.

"He said he wasn't feeling it, and he had to go back to the dorm." Russia explained, "I don't know any more details than that." He did, he just was unwilling to share them. The look of disappointment in America's eyes was so profound that it almost brought Russia to tears just by seeing it. Can't the guy just catch a break?

"I hope he's okay..." Canada murmured, "Do you mind if I stop by your dorm tonight to check his temperature?"

"Uh. I can check his temperature myself, but if you want to come over anyways just give him a call, I'm fine with it."

"Ah thanks." Canada huffed, "So... do you wanna give us the inside scoop? What's Greek Warrior Academy's weaknesses?"

"Oh. Uh..." Russia fidgeted, "I don't know if you guys remember, but I... wasn't that popular there."

Japan scoffed, "Oh trust me, we remember."

"I'm still very sorry-"

Canada interrupted, "It's okay. You paid yours dues," He reassured before steeling his face, he looked like a stone cold business man all of the sudden, "but if you do want to make it up to me, tell us more about GWA?"

"I keep thinking about the kids I targeted, you know? I thought they were the weak links definitely. They didn't have much going for them, that's for sure." Russia sighed, "There was this one girl. I used to make fun of her all the time, about her clothes, her hair... I'd see her flinch whenever I approached, and it just fueled me to keep going. I made her feel so small, and for what? Just to feed my own ego..."

The three stared at him as they waited for him to continue, it seemed like... normal bullying.

"There's also this one guy, his name slipped my mind. I remember shoving him against the lockers one day, just because he accidentally bumped into me with his shoulder, then I made sure he would never do it again. I dislocated both of his shoulders. I made him drop all his books, and then I laughed as he scrambled to pick them up with his limp arms."

As the narrative progressed, a furrow formed between Japan's brows, her expression shifting from curiosity to concern. With each revelation, her features contorted with horror, a hand rising instinctively to cover her mouth in disbelief.

Beside her sat Canada, his demeanor initially calm and composed. As the story unfolded, however, his stoic facade cracked, his eyes widening in shock as he processed the disturbing turn it had taken. His hands clenched into fists, knuckles turning white as the gravity of the situation sank in, his stomach churning with unease.

As the story took a darker twist, Germany's indifference was replaced by a look of profound discomfort. His jovial facade crumbled, replaced by a mask of horror as he recoiled from the unsettling tale unfolding before him.

"So yeah." Russia shrugged, "And that's just two stories."

"Holy shit, you were psycho." Germany curses before being smacked by Canada.

"Mhm. I know." Russia shrugged again, overexaggerated as if he wants to play it off as nonchalance instead of pure remorse, "Well anyway, I don't know if anything changed since then to now. I don't know if the guys who I fought grew any bigger balls or anything, I just have my prior knowledge to go off of."

Japan stared at Russia before deadpanning, "Russia, they're going to want you dead." Russia just gave a guilty smile in response.

---------------------------------

let me explain UNOPS before the a/n:

UNOPS is the United Nations Office for Project Services (long ass name), it's an organization under the UN just like WHO, I've decided those who work at WHQ will be these United Nation Organizations like OPS.

UNOPS' mission is to help people build better lives and help countries achieve peace and sustainable development.
