Once the volturi heard about her the instantly wanted her to join.
They knew she was powerful enough to kill all of them with a wave of her hand.

She eventually agreed and she became a queen.

Now with the volturi she has to travel to forks Washington to kill the Cullens for making an immortal child.

Voice manipulation is basically she says what a person can do and they do it.
She also has compulsion.
Her singing gives people images of what she says and what would happen.
She is an old friend of Alice from when Alice was newly turned she's the only one who seen Ruben without her hood and cloak on.
