Izuku wasn't always powered...

 Yes Powered.

 Not Quirked.

 Because getting hit by lightning after being caught in a villian attack, and going into a coma didn't nessesarily count as a quirk. He was taken into UA and watched over, being his father was no where to be seen, and his mother dead, as an apology from All Might for not being fast enough.

 He worked with Nedzu to figure out what this power was, and they had come to a conclusion, that what had happened was, the storm had mixed with the villain's quirk, called Dark Matter and had changed his body significantly, the lightning bolt allowing him to access a 'force' of some kind, that incressed his speed, reflexes, and intelegence.One day, Izuku was chasing after a Speedster villain, when all of a sudden, a portal opened up, and he ran right through. He saw images, of...Himself? Some of which were of him sparking green lightning like he normally was, his mouth glowing green like his father, or holding a girl with white hair and a horn on her head (He decided to save that one for later, maybe she was in his world too)

 Meanwhile, in Star City...
 "Cisco! Did you eat my last sugar cookie?" Caitlin asked, with a hand on her hip. Cisco slowly turned around, the said cookie in his mouth. Suddenly, spinning blue portal appeared. Caitlin had assumed that it was just Harry dropping in, when all of a sudden, a man in a green suit, with green goggles appeared, sparking with green lightning. Cisco immediatly dropped the cookie, while she grabbed the Speed Force Gun from the hidden compartment. She aimed it him, and hit the alarm. The man spun towards them, and seemed shocked, talking in what seemed to be...Japanese?Barry soon sped in," I got the call, whats-" he trailed off.

The two speedsters stared at each other for a minute, before the man in green eye's opened wide, talking faster before taking off the cowl, and goggles, revealing his face. He had gleaming green eyes, and head full of shoulder length curls. His face was adorned with a concoction of tiny scars, but also freckles, that spread from one side of his face, to the other. 'cute' her mind, unwillingly provided.

 "Gideon? Can you possibly help here?" Barry asked, which made the man tilt his head, like a labrador," Anata wa watashi o rikai dekimasen ka?"The man asked.

Suddenly a tray with a pill and a glass of water popped out of the wall," This is a translator pill. Should help with the communication error" Gideon's voice chimed in.

The man seemed to understand english well enough, since he nodded, and waved his hand forward, as if asking permission. Barry nodded, and handed him the tray. The man came forward, taking the pill and water, taking both.

 The man grimaced, patting his chest a bit, before speaking," Hello? Can you understand me now?" The man asked."Loud and Clear" Cisco said, though not lowering his hands," Can you tell us who you are?" He asked, in a questioning tone.
 
"Oh! Um, wait, I have it here! there's space for tech but not space for pockets, Mei? Come on" He muttered, scrambling for something.

He soon pulled out a card, that his picture, and a bunch of words and information that was all in Japanese," Im Izuku Midoriya, Hero Name Impulse!" He said, before smiling, which was almost blinding in a way...

"So..." The man named Izuku started, sitting on the couch in the lounge room, holding a cup of tea," This world is about 200 years behind mine, and You had an evil speedster kill your mom, and frame your dad, only for your dad to be aquited of his crimes due to said evil speedster DYING, because his future Great great great grandson killed himself? And then ANOTHER Evil Speedster from a DIFFERENT EARTH comes, and kills your dad?" Izuku asked, bewilderment in his eyes.

The Members of Team Flash nodding, as well as Harry and Jesse."What is your life man?" The green eyes speedster asked," The most i have to worry about now is how to get to work as a Teacher without spilling my coffee at Mach 3" he said, exasperated.

The group chuckled, before Barry grew a somber look," You lost someone as well. I..I know. I can see that look in your eyes."

 The man looked away softly, before sighing and setting down his tea," Well..Youre right. But, i wouldnt count it as crazy as you had it." He said, pulling his feet up, hugging his legs." When people are 4, they go to the doctor, and get checked for Quirks, or 'Meta-abilities' in your world's case," The man said," I...never got one. I was so destraught, that i didnt have one...i felt lost. When my father heard that, he packed his bags, and left for America" He said, with some spite and anger in his voice.

 "My best friend in the world...cast me aside for not having one, often bullying me, and ostrosizing me when ever he could..I thought, if i could tough it out, and gain knowledge, I could be a hero as well, Just like All Might!" he said, happily, until his eyes gained a sad, and bitter look," That was until...My mother was killed"

Caitlin looked at Barry, who was looking at Izuku with such...understanding, it was scary, "She wasnt murdered by a crazy Speedster from the future...We were on our way to the market, to pick up some things for dinner, when we were caught up in a villian attack...I was... 14 then. All Might had been chasing this crazy powerful villain, who was rampaging through town, killing everyone he could. He caught us, and had captured Mom...All i remember was him pumping her full of his quirk, and her...almost turning grey in a way. I watched as the light left her eyes..."

He said, tears leaving his eyes. Caitlin went over, pulling a handkerchief out of her pocket. Izuku wiped his eyes, before continuing," There...There was a lightning storm that day...and..apparently it had soaked up the residual energy from his Quirk, Dark Matter And as Soon as i ran to mom...Lightning Struck me, with dark Matter, and i crashed into a Science shop, that apparently was having an expo on Chemistry...The Chemicals mixed with my DNA, and A year and a half later, Im waking up to 'Bad Romance' By Lady Gaga with The nurse of UA and a Support Engineer in my face, and ive gained these new power" Izuku explained.

 A snort was heard, and we all looked at Cisco, who was trying to hide it," P-po-po-poker face, P-po-po-poker face~" Cisco said, making me and Barry groan," i-im guessing same thing happened?"

 "pretty much, abiet more Chaotic.." Barry said, shaking his head.

 "So! How are we going to get me home? Im sure Nedzu and the other heros are kind of freaking out right now, that my transponder isnt appearing on their grid" Izuku said with a grim smile.

Harry bit his lip," Let me see what i have on that.. I know that there are other Earths, but..This sounds...Transmutiversal.." he said to himself, standing up, muttering to himself.

 "Huh...so thats what it looks like..." Izuku said, a light smile on his face," oh um..question...Do you guys have Big Belly Burger here?" Izuku asked, smiling sheepishly.

 Suddenly laughs filled the room, as Joe got up," Ill show him around. Try and figure this out?" Joe asked Barry.

Barry nodded, as he grabbed the spare jacket Barry had given him. It was pure luck that the both of them were the same size.

this should've been the very first one I posted.

but this prompt is set in like.... between 2 and 3? maybe after Flashpoint..

Anyways, I know people don't really read this regularly.
