"Man creates law,
man enforces law,
man escapes law."

[West Building,
Friday, 7:24 A.M.]

     The building that has almost met completion collapsed and burned to the ground, and the local police were assigned to investigate the case.

     "Good morning, sir," a police officer near one of the foundations said and gave a folder--which seemingly contained the case itself--to an approaching police officer, "It seems that you were right; it was arson."

     "Have you found the cause?" The approaching officer stopped and looked into the case file.

     "Not yet. There were signs of combustion, but the flammables were all in the corners of the building, so-"

     "It would be weird for a fire to have occured in the center..."

     "Say, how can a fire possibly occur in the center of the building when the fuel is farther away?"

     "There might've been a small source of fuel which was enough for the flame to get to the corners... let me know if forensics get more info."

     "Yes, sir. But why do we need to investigate this anyway? Don't we already know the perpetrators?"

     "Hard to say. We were told to 'investigate' the case..." The officer took out a lighter and ignited it.

     "...and we only do what we are told."

     The sight of the burning folder captivated the attention of the people in the building, yet they were seemingly unsurprised.
