"Johanna!" she basically skipped over to the Victor and threw herself into her arms.

Johanna rolled her eyes and peeled the 13 year old off of herself. "you saw me a couple of days ago."

she pouted. "i missed you though."

one of the other Victors laughed at the child's words.

"didn't think it was possible for anyone to like you enough to miss you, Mason." the Victor that she recognised as Blight spoke making Evie glare at him.

"watch your mouth."

the Victors all laughed at her words while Johanna only smirked proudly. "let's go get you to Finnick, little miss."

"but i'm not done with them!" she argued, trying to turn back to the other Victors, not liking the way they spoke about Johanna.

she gripped the back of Evie's dress, by her collar, and began to drag her towards where she last saw Finnick.

"Johanna!"

"Guinevere!" she mocked, not letting up as they arrived at Finnick. "control the little victor." she mumbled.

Finnick smiles brightly at the - now - teenager and hugs her softly. "what have you done?"

"that irrelevant dude from Johanna's district was rude to her. so i was rude back."

"oh, i agree with the kid then." Johanna just rolls her eyes with a soft smile.

"go mingle." she shoved Evie forwards.

Evie stumbled forwards, accidentally bumping into somebody.

that somebody had to be President Snow.

of course.

"i am so sorry!" her eyes went wide as she straightened out her dress and her fringe. "i stumbled, Sir, i am so sorry.."

"no worries, dear, accidents happen. now i believe you owe me a dance."

Evie tried her best not to recoil at the memories of what he did to Johanna.

Capitol's daughter.

Panem's daughter.

smile.

be polite.

"of course, so long as that invitation to stand on your feet is still valid. i'm not a very strong dancer."

"of course."

Evie was actually a fantastic dancer.

but she knew that with men like Snow, you had to make them feel important.

so with careful feet she put the front of her feet on top of Snow's, ever so grateful to be wearing flats as a slow song came on.

perfect timing for the President.

he guided her perfectly, his hand on her upper back.

it almost felt like she was dancing with her father again when she was a child.

almost.

but she knew what he was capable of.

and for that, her guard would never drop.

"bold proclamation you made during your speeches."

"pardon?"

"that you don't just want to be the Capitol's daughter, you want to be Panem's."

"i believe all the district's and the Capitol would benefit with a common link that understands, Sir."

"and i think you're right." he agreed, "i want to make you the face of the Victor's, and you will continue to be one of the people."

"the face of Panem?"

"i am the face of Panem. i'd like you to be the face of the games."

"am i allowed to think about it, Sir?"

"of course. you have until the end of the night." but she knew she wasn't allowed to say no.

the song ended and he smiled sweetly at her and sent her on her way.

she went straight to Johanna and told her everything.

Johanna was fuming.

but they both knew that Evie had absolutely no choice.
