Gender queer isn't just an umbrella term for non cis people. It is also its own identity.
When someone says that they are gender queer it means that they are of course not cisgender. But it also commonly implies at least one of two things, either they don't like labels, or they aren't sure what gender they are or if the have one.
Being gender queer for any reason is Valid.
