In America, you carry registration papers with you at all times. These papers have all of your information on them, like your birthday and your quirk. They also cover your racial makeup, your weight, your economic status, and who your family are. These papers are necessary for getting to certain places, even traveling to other states. If you don't have them you either get denied entry, or you get arrested.
Cody was sat up on a rooftop in Niibarumachi, a little run down housing district in Hita. The house Cody was sat on wasn't pretty, but it was a livable place. Tsunagari was nice enough to let them stay at his place, so Cody never complained.
Cody stared at the unfolded papers in their hands, their name in big bold letters at the top. Cody's face wasn't anything but disdainful as they eyed the information on the pages.Cody Hatchcock

Who's your mom, who's your dad, brothers, sisters, aunts and uncles, etc. They even documented who your friends were, and if you were courting. That page didn't really matter anymore, Cody didn't see or talk to anyone who was written down. Being on two sides of the Pacific really cemented that in.
Cody heard someone climbing up to the roof using the side ladder, and so they folded up the papers and stuffed them into their vest pocket quickly. The steps made it up to the roof, and they sounded bare as they walked up close.
"Ohayo, Cody-san." Cody turned themself around onto the flat part of roof, Tsunagari standing in front of them. Tsunangari's roof was flat with clothing lines up, as well as some garden spaces in the corners. It was an all purpose, really, and it was impressive for a small house like this.
Tsuanagari himself was a man in his mid-thrities, and he was just about two inches taller than Cofy. His full name was Haruki Tsunagari, and his quirk was a simple nature enhancement power. To sum that up, he gardened a lot.
Tsunagari had short black hair, a little undercut underneath (influenced by Cody). He wore a light, white sweater with some Khaki pants. He was barefoot, but that was his normal. He liked just standing out in his yard with the dirt between his toes. Cody found the man a bit odd for that, but he was a plant guy, so they didn't think much of it.
"Ohayo, Tsunagari.. san?" Tsunagari chuckled a little at Cody's question. He sat down in front of them in a cross-legged fashion before answering.
"What do you think?" Tsunagari had an accent, but didn't never made a thing out of it. He'd lived in Japan his whole life, it wasn't surprising to have an accent in english. Cody groaned a bit at his question however, making Tsunagari laugh that old man laugh of his. He was too young to be laughing like that in Cody's opinion.
"I don't know. It's why I asked, Tsunagari." Cody looked exasperated now at the man in front of them. Tsunagari just smiled at Cody, and the American kid just rolled their eyes before thinking a bit.
"... San. You're my friend, so, seems right."
"Very good." Tsunagari reached over and patted Cody's shoulder. Cody allowed it, looking to the side and trying to hide a smile.
"Kino naze toraburu ni makikoma reta nodesu ka?" Cody looked back at Tsunagari. They had the face of a deer in headlights.
"... Huh?"
"Should I say again?" Cody groaned, and Tsunagari laughed. The kid pushed the old man a bit about the situation, but then looked down and started thinking.
".. Dude, all I can figure out is 'why'. 'm sorry. Can you speak in english for me?" It was a problem. They knew it was a problem. Cody knew greetings, goodbyes, and a solid two other words like 'why' and 'fuck'. They didn't have access to lessons, and there was no time to learn before they came to Japan. It'd been a hasty move.
"Why did you get in trouble yesterday?" Tsunagari never frowned. He was a well grounded guy, and very forgiving in general. He really only got pissed about someone coming in and messing with his plants. Cody was experiencing one of those "serious Tsunagari" looks, and it made the kid shrink a bit.
"... I was on a roof over in Asakura.. And then Hawks showed up tryin' to talk to me.. And I panicked and hit 'im."
"Cody-!"
"He's the number three hero in Japan Haruki!" Cody stood up from where they were sitting, looking suddenly stressed and overwhelmed. "I wasn't gonna sit there and possibly get myself arrested! I wasn't gonna jeopardize you or Crystal or anyone else for a dumb conversation! I don't even know why he approached me like we were friends or something, I just did my normal smart mouth routine and then hit him with a bit of sweat so I could run!"
There was a moment of silence between the two. You could hear the birds, the wind, and the sound of Cody catching their breath. The sun was halfway up into the sky. The clouds were thick on the horizon, promising rain. Tsunagari stood himself up and embraced this American kid, feeling the trembling throughout their form as he did so.
"Anata wa daijobudesu, Cody-San... You are okay.." Cody wasn't a hugger, not even one for simple affections. A fist bump or a shoulder pat was about as much as you could get from them. So in Tsunagari's embrace, Cody simply stood there and leaned into the man, resting their chin on his shoulder.
His shoulder began to grow wet, the sweater capturing the moisture. Neither one of them spoke of it as they stood there in silence. There was one simple fact that no one needed to say. Both of them knew with all of their beings.
A kid shouldn't feel so scared by a hero.
