Shizune and Tsunade were following Jiraiya and Naruko back to Konoha after Naruko had explained to them her plan to kill Danzo and disband the civilian council.
The plan was simple Tsunade becomes the hokage distract the elders while Naruko sneaks into Danzo main underground base and put a end to all the root shinobi's.
Tsunade didn't wanted too become the hokage but at the same time she felt like she owned it to Naruko for not taking care of her like she was supposed to as the group has officially arrived in Konoha.
So are you ready Tsunade-Hime" Jiraiya asked.
As ready as I'll ever be" Tsunade said everyone made their way towards the hokage tower

Hiruzen was in his former office waiting for Jiraiya and his temporary team to arrive with Tsunade as Hiruzen was happy that he could finally retire and give the Hokage position to someone who will lead Konoha into a brighter future.
Hiruzen then saw the door opened as he smiled once he saw Tsunade entered the room along with Shizune, Naruko and Jiraiya.
Tsunade, Shizune nice to see you again" Hiruzen said with a warm smile
Good to see you sensei" Tsunade said as she instantly felt a wave of nostalgia as soon as she entered Konoha.
So are you ready to become the hokage" Hiruzen asked as Tsunade slowly nodded.
Good we will make the announcement to the villagers of Konoha" Hiruzen said as he got up but he was immediately stopped by Jiraiya.
Wait Sensei before you make the announcement I'm taking Naruko on a three year training trip with me" Jiraiya said as he wanted Naruko to be as strong as she can get for the battle ahead.
Fine but no longer then three years since Naruko needs to get rid of danzo" Hiruzen said as he, Tsunade and Shizune left the room.
