Months have passed since Kamen Rider Birthright defeated the Over Quartzer along with his Titan Guardian Athar. Now Percy decides to travel back to America along with his girlfriend Ryuko and her friends to celebrate Halloween. Unbeknownst to them...
(In 1657, an elder man named John Proctor is seen hanged by the Salemite of Salem.)
Salemite 1: Good riddance.
Salemite 2: Now Salem will be at peace again.
Salemite 3: We still need to get rid of the witches.
(Unbeknownst to them, John Proctor's son, Luis Proctor is performing a ritual to become the powerful warlock in Salem.)
Luis: (in mind) I shall avenge you, father. I'll become the Overlord of Hallow's eve, and kill that bitch Abigail Williams.
(27 years later, Luis Proctor, now a 44 years old man, kidnapped one of the Salemite's babies, namely a boy.)
Salemite: (eyes widen) MY BABY!!!
(The other Salemite noticed that their fellow Salemite baby got taken, and decided to search around for the kidnapper, unaware that Luis had already escaped with said baby who is seen crying.)
Luis: (smirks) Nothing shall stop my vengeance. I shall rule Salem, and you will be very useful, kid... or as I'll name you now... John Proctor II.
(What Luis doesn't know is that his adopted son didn't like the idea of taking over the world, and simply wanted to live an ordinary life. So years later, John Proctor II devised a plan of his own, and managed to behead his "father".)
John II: (glares) You are NOT my father, let alone an overlord! You're just a pathetic excuse of a man who the Salemite should have killed when they had a chance!
(He then set his step-father's head into a pumpkin before approaching two big knives as he prepares to stab not only his head, but Abigail's as well.)
John II: Never again!
(He stabs their heads.)
John II: I'll never mention any of you again! Never again!!
(He then prepares to leave Salem as he wants to forget everything related to Luis and Abigail forever.)
(Present Day)
(340 years later, everything seems to be peaceful in Salem as all evil things that had happened became nothing but distant memories. Unfortunately a certain villainess approaches a certain pumpkin.)

Ragyo: So this is where the legends happened. (draws a book) Let's see if they're true.
(Ragyo then enchanted a spell, and one minute later, a creature starts rising from the pumpkin as it grows wood vines and horns, revealing as a monstrous overlord.)

Samhain: Ah, free at last... (looks around) in this modern era...
Ragyo: So the legends are true, Luis Proctor... or should I call you-
Samhain: It's Samhain now. I am the Halloween Overlord, or at least I'll become one again since that ungrateful brat who killed me is now dead.
Ragyo: (smirks) Indeed. And soon so will my ungrateful daughters and their friends... (stern) including a certain Kamen Rider...
Samhain: (confused) Kamen Rider?
Ragyo: Yes, they save people in secret. Vigilantes, to be exact. One of them has been a thorn in my side recently...
Samhain: What's this Kamen Rider's name?
Ragyo: Percy Howard, also known as Kamen Rider Birthright. He once defeated his step-mother Nancy who became Kamen Rider Corona. He also defeated an evil alternate Ryan Tennyson and his fellow Quartzer members.
Samhain: Hmm... that will be a problem... (smirks) but nothing a good spell won't solve.
(Samhain then enchants a spell, bringing all Halloween costumes or decorations to life to obey his command.)
Samhain: There's no one who can stop the Halloween Overlord. NO ONE!!
(Ragyo smirks deviously as she and Samhain are unaware about a former villain watching them from afar.)
