Fighting over Upper Yard... and such small Vearth... is a petty triviality."
He then spun around on the cloud, and pointed his golden staff at all of you, sending quite a large gust of wind your way.

What you got from that... is that he's planning to bring Upper Yard and probably the rest of Skypiea back to regular ground. He thought Skypiea's existence was unnatural and certainly a phenomenon, hence why he wanted to make its existence somewhat normal.
"It's nothing you should be surprised about," Eneru floated off the cloud he was on, and landed gently on both of his bare feet. "As God, I'm only adhering to... yes, the province of nature. That's right. I will drag down every human from this sky!"
